Knowledge Exchange is continously active in promoting Open Access by bringing together Open Access experts from all six KE-countries. This study was initiated by Knowledge Exchange and financed by Knowledge Exchange, FWF, CRIStinand Couperin, and together with the skilled expertise of Eelco Ferwerda, Frances Pinter and Niels Stern, we can now publish the biggest landscape study on the conditions and potentials for Open Access books yet.
The field of OA monographs is still in its early evolution and therefore 73 in-depth conversations were conducted to understand the different developments among three stakeholder groups: Publishers, funders and libraries. The importance of author attitudes, scholarly reward and incentive systems is also raised throughout the study by numerous interviewees.
Our study shows that although the main OA policies do not include monographs, conversations about OA and monographs are surfacing and are expected to be accelerating over the next few years.
The general explanation for monographs not being included in policies is the global focus on journal publishing and the perception that monographs are more complex to deal with than journals. Some also point to a lack of demand yet from authors.
In general, OA book publishers will comply with gold OA policies from funders and institutions. This is not the case for green OA. It appears that the current self archiving policies from publishers for books are largely restricted to book chapters.
The report also points towards the fact that funding schemes for books are lagging behind schemes for articles and their availability to fund the publishing process is somewhat ad hoc across the countries we've surveyed. Nevertheless the authors are ‘cautiously optimistic' about the prospects for OA and monographs.
The report creates an overview of both the OA monographs policies, funding streams and publishing models for all eight countries for the first time. This is used to point towards areas of future efforts.

Peter Suber has been a leading advocate for open access since 2001 and has worked full time on issues of open access since 2003. As a professor of philosophy during the early days of the internet, he realized its power and potential as a medium for scholarship. As he writes now, “it was like an asteroid crash, fundamentally changing the environment, challenging dinosaurs to adapt, and challenging all of us to figure out whether we were dinosaurs.” When Suber began putting his writings and course materials online for anyone to use for any purpose, he soon experienced the benefits of that wider exposure. In 2001, he started a newsletter—the Free Online Scholarship Newsletter, which later became the SPARC Open Access Newsletter—in which he explored the implications of open access for research and scholarship. This book offers a selection of some of Suber’s most significant and influential writings on open access from 2002 to 2010.
In these texts, Suber makes the case for open access to research; answers common questions, objections, and misunderstandings; analyzes policy issues; and documents the growth and evolution of open access during its most critical early decade.

his report documents the design, methods, results, and recommendations of the 2019 Census of Scholarly Communication Infrastructure Providers (SCIP), a Census produced by the “Mapping the Scholarly Communication Infrastructure” project team (Andrew W. Mellon Foundation; Middlebury College, 2018-19). The SCIP Census was created to document key components comprising the organizational, business, and technical apparatuses of a broad range of Scholarly Communication Resources (SCRs) – the tools, services, and systems that are instrumental to the publishing and distribution of the scholarly record.
Using Community Cultivation – A Field Guide (Educopia, 2018) as a framework, we designed a Conceptual Model detailing the impact and outcomes the SCIP Census would address. We then produced and tested a survey instrument with 123 questions that delves into an SCR’s mission, vision, and scoping; technical development and design; administrative and financial scaffolding; community engagement activities; and governance model. The instrument took between 1-3.5 hours for each SCR respondent to complete; variability in time was largely based on the structure, complexity, and availability of an SCR’s organizational, fiscal, and technical information.
We conducted the Census through direct invitations, contacting just over 200 identified scholarly communication resource providers by email to participate. The Census remained open for a condensed, month-long collection period (February 18-March 22, 2019). More than 60 SCRs responded to us during this period, and more than 40 tools, services, and platforms ultimately participated in the Census.
Our team also researched basic information about 96 additional SCRs, creating a Composite dataset that combined this researched data with a few fields of the respondents’ anonymized data from the Census. This Composite dataset provides a system-level view of the broad range of SCR tools, services, and platforms in use today, including their purposes, founding dates, locations, and other basic information that could be quickly compiled by our team. It complements the deeper information about the technical, fiscal, and organizational mechanisms of SCRs today that the Census dataset provides.

Although open content licences only account for a fraction of all copyright licences currently in force in the copyright world, the mentality change initated by the open content movement is here to stay. To promote the use of open content licences, it is important to better understand the theoretical underpinnings of these licences, as well as to gain insight on the practical advantages and inconveniences of their use. Flankiert wird diese Entwicklung von einer zunehmenden Konzentration auf der Seite der wissenschaftlichen Verleger, die in einigen Fachwissenschaften wohl schon fast zu monopolartigen Situationen geführt hat. Umgekehrt nehmen auf der Seite der Abnehmer - der Bibliotheken und der Wissenschaftler, aber auch der sonstigen Öffentlichkeit - die finanziellen Möglichkeiten immer mehr ab, die zunehmende Zahl an Veröffentlichungen noch zu erwerben und dem interessierten Publikum zur Verfügung zu stellen. Damit hat sich eine unheilvolle Spirale in Bewegung gesetzt, die als sog. "Publikationskrise" bezeichnet wird. Als Lösung dieser Krise haben sich Publikationswege über das Internet herausgebildet, die sich dadurch auszeichnen, dass der Zugang zu wissenschaftlichen Werken kostenlos und weitgehend unbeschränkt - nämlich Open Access - erfolgt. This study addresses the most important legal issues when implementing an open access e-infrastructure for research data. It examines the legal requirements for different kinds of usage of research data in an open access infrastructure, such as OpenAIREplus, which links them to publications. The existing legal framework regarding potentially relevant intellectual property (IP) rights is analysed from the general European perspective as well as from that of selected EU Member States. Various examples and usage scenarios are used to explain the scope of protection of the potentially relevant IP rights. In addition different licence models are analysed in order to identify the licence that is best suited to the aim of open access, especially in the context of the infrastructure of OpenAIREplus. Based on the outcomes of these analyses, some recommendations to the European legislator as well as data- and e-infrastructure providers are given on improving the rights situation in relation to research data.

The University Press business model faces numerous challenges today, with revenues under pressure due to a host of factors, from the decline of bricks-and-mortar stores and shifting library purchase patterns to the still emerging distribution and revenue models made possible by digital books. Over the last few years, certain forces have emerged and intensified—federal mandates for Open Access, declining sales reach, and the desire of university presses to build a greater audience for scholarly works—encouraging university presses to seriously consider what it would take to make their scholarly monographs openly available. While there have been numerous efforts to understand the costs of publishing a scholarly monograph, this study is unique in that we worked with an advisory group of university press publishers to identify all of the cost components in scholarly monographic publishing and to work with a wide variety of university presses to calculate their costs of each of those components in a bottom-up fashion.

The quest for a deeper meaning of research support is advanced on the principle that librarians need to make the paradigm shift away from reactive ‘disseminators’ of information to proactive partners in the research and teaching and learning processes. The expansion of the suite of research support services such as bibliometrics, systematic reviews, data management, digital preservation and curation, Open Access and open access publishing have moved the librarian from the periphery to the epicenter of research support. This transition is viewed by many as revolutionary in terms of support for research production at high education, as the librarians engage the principle of being a research partner or collaborator.
Can scholarly journal articles and other scholarly works be made freely available on the Internet? The open access movement says "yes," and it is having a significant impact on scholarly publishing. There are two major open access strategies: (1) open access journals publish articles (typically peer-reviewed articles) that are free of charge and may be able to be reused under an open license (e.g., a Creative Commons license), and (2) self-archiving of digital eprints (typically prepublication versions of articles) by authors in digital repositories, where they can be accessed free of charge and sometimes reused. Transforming Scholarly Publishing through Open Access: A Bibliography, which has over 1,100 references, provides in-depth coverage of published journal articles, books, and other works about the open access movement. Open access can accelerate research in every field and language. But first we must implement it. We're in the best position to implement open access when we know what it is, what it's not, why it's beneficial, how to deliver it, how to draft policies assuring it, and how to answer frequently heard questions, objections, and misunderstandings. This book is designed to fill that need. My highest hope for this book is that it will foster the growth of open access in every field and language. For this purpose, making the book itself open access was an important step, but did not go far enough. The next step is to supplement open access with translation.
